When setting restrictions on an activity, at present there are no options regarding forum participation. 

The Forum Activity Fulfillment plugin adds this functionality and, when used with the forum report block, can add further options. 

If, for example, you don't want students to see anything in a course section or don't want them to do an activity until after they have participated in a forum, this plugin will be useful to you. 

In the IVEProject, we use it to encourage students to interact with students from at least 3 other countries at an engagement level of 2 or more before they can gain a certificate. We also use it to encourage students to interact with a certain number of peers in other countries before going on to other activities.
