I recused myself from the allocation decisions, expecting and willing to accept a dramatic reduction in the proposal I worked on. However, I was surprised that instead, that recusion led to complete rejection. Sorry, that was misleading and very unfair to Rein. We need to have a meeting with him and jointly apologize.
Also, the five applicants have already agreed to these seven guidelines on the form:
....The guidelines are as follows:
1. Improves the open source Moodle LMS for students, teachers or admins
2. Follows the 2024 Japan development priorities selected by the Moodle Association of Japan
3. Can be completed by February 2025, and presented at MoodleMoot 2025.
4. Can be combined, renegotiated, or restructured to fit available funds divided among accepted projects.
5. Has one MAJ member as lead applicant. Partners and Moot sponsors may apply. MAJ officers and R&D Committee members are eligible to participate but may not receive funds directly.
6. Can install plugin, documentation or courses in the MAJ Showcase for public viewing and downloading.
7. Recommended to publish a non-vetted report paper in the April 2025 MAJ Proceedings. Assistance by R&D Committee members is available if this is difficult.
Please refer to these in correspondence. It is my opinion that these guidelines should be the ones for acceptance/rejection and not procedural reasons.
